Keynote Address
Minister Edwin Tong, Minister for Culture, Community and Youth, and Second Minister for Law Mr Edwin Tong SC was appointed Minister for Culture, Community and Youth and Second Minister for Law on 27 July 2020. Prior to this, he served as the Senior Minister of State at the Ministry of Law and the Ministry of Health from 1 July 2018 to 26 July 2020. As the Minister for Culture, Community and Youth, Mr Tong chairs the National Integration Council, the Singapore Cares Steering Committee, the National Youth Council, and the National Steering Committee on Racial and Religious Harmony, driving efforts to build a caring, cohesive and confident society in Singapore. Since November 2020, he also chairs the Chinese Community Liaison Group, which was set up to strengthen Government’s relationship with Chinese community organisations and deepen the Government’s understanding of the Chinese community. At the Ministry of Law, he focuses on the development and promotion of Singapore’s legal and dispute resolution sector. He also handles wide-ranging aspects of law reform, including intellectual property, corporate restructuring and insolvency, and legal aid. When he was at the Ministry of Health, he was instrumental in implementing measures to enhance public health, and some examples include the enactment of tobacco-control legislation, and regulations to reduce sugar intake in Singapore, as well as improving the transparency, accountability and certainty of the disciplinary processes for registered medical practitioners, to uphold standards of practice and public confidence in the medical profession. Before taking office, Mr Tong spent his entire working life at Allen & Gledhill LLP, one of the largest law practices in Singapore, where he practised extensively in corporate and commercial disputes, restructuring and insolvency matters, and international arbitration. In that time, he was concurrently Head of the Restructuring and Corporate Insolvency Department, Co-Head of the Litigation and Dispute Resolution Department, and a member of the Exco. He was widely acknowledged to be a leading lawyer of the Singapore Bar, and was consistently cited and recommended for his expertise in dispute resolution and as a restructuring and insolvency practitioner in various leading international legal publications. In recognition of his advocacy skills, professional standing and extensive knowledge of the law, he was appointed Senior Counsel in 2015. Mr Tong was first elected into Parliament in 2011, and since 2015, has been the Member of Parliament for the Marine Parade Group Representation Constituency (Joo Chiat Division). Between 2011 and July 2018, he was the Deputy Chairman of the Government Parliamentary Committee for Law and Home Affairs. In March 2018, he was selected to be part of a 10-member Select Committee tasked to look into ways to combat deliberate online falsehoods. He also served on the Board of the Land Transport Authority from 2017 to 2018. Mr Tong was educated at St Joseph’s Institution, Raffles Junior College and later read law at the National University of Singapore. |

Gregory Vijayendran, SC - President, The Law Society of Singapore Gregory graduated from the National University of Singapore and was one of the main speakers in the university’s mooting team that emerged world runners-up at the 1992 Jessup International Law Moot Competition in Washington D.C. Appointed Senior Counsel in 2019, he is presently practising in Rajah & Tann LLP in commercial litigation and dispute resolution. Gregory presently serves as President of the Law Society and Vice President of the Singapore Academy of Law. Appointed a Senior Moderator in Advocacy Training for Law Society, he has conducted local and international advocacy training (including Sabah and Korea). |

Felicia Tan – Co-Chairperson, Civil Practice Committee, The Law Society of Singapore; Partner, TSMP Law Corporation Felicia is an experienced advocate who specialises in dispute resolution, with a particular focus in commercial, employment and insolvency disputes. Prior to joining TSMP, she spent several years in the dispute resolution department of one of the big four firms, before moving on to head up the China practice at another firm where she represented clients across industry sectors on a full range of legal issues and high-level cases. Felicia was named Recommended Lawyer (Restructuring and Insolvency) in The Legal 500 Asia Pacific 2020. From Felicia’s dispute resolution background, her clients have come to expect nothing but direct, comprehensive and commercially-savvy advice and is often instructed to assist with negotiations and formulate risk mitigation strategies. She also spent years as a senior in-house counsel at a statutory board where she had a diverse portfolio advising senior management on project risks such as insolvency and other events of default, multi-billion divestment projects, construction and infrastructure disputes, regulatory compliance and collaborations with other government agencies. A firm believer in making the law work for everyone, she has been volunteering at legal clinics and the Criminal Legal Aid Scheme since 2010. As Co-Chairwoman of the Women in Practice Committee, Felicia believes that women can break the glass ceiling and have it ‘all’ where we appreciate that what that entails is unique to each female lawyer. In addition, Felicia is also a serving member of the Executive Committee of the Law Society of Singapore, and Co-Chairperson of the Civil Practice Committee. The Honourable Justice Ang Cheng Hock – Supreme Court of Singapore Justice Ang Cheng Hock was appointed Judicial Commissioner of the Supreme Court on 14 May 2018 and High Court Judge on 1 August 2019. He graduated with a Bachelor of Laws (1st Class Honours) from the National University of Singapore in 1995 and a Master of Laws from Yale Law School in 1998. He served as a Justices’ Law Clerk in the Supreme Court in 1996 and 1997. He was called to the Singapore Bar in 1996 and admitted as an Attorney & Counsellor at Law in the state of New York in 1999. Before his appointment as a Judicial Commissioner, Justice Ang was a partner in Allen & Gledhill, and a member of its Litigation and Dispute Resolution department. His main areas of practice included civil and commercial litigation, international arbitration and corporate-related disputes such as shareholders’ disputes, breaches of directors’ duties, securities-related and banking litigation, defamation and professional liability. Andrew Chan – Partner, Allen & Gledhill LLP Andrew’s practice encompasses commercial work, and he is a specialist in dispute resolution (especially arbitration), trusts, and insolvency (corporate and personal). In arbitration, he has acted as counsel, been appointed arbitrator and appointed to give expert evidence on Singapore law. Jason Chan, SC – Partner, Allen & Gledhill LLP Jason Chan, SC is a Senior Counsel in Allen & Gledhill LLP’s Litigation & Dispute Resolution department. His practice focuses on complex litigation, investigations and asset recovery. Jason is the Co-Head of Allen & Gledhill’s White Collar and Investigations Practice. Prior to joining the firm, Jason held various appointments in the Singapore Legal Service, serving as a Deputy Public Prosecutor, State Counsel, Assistant Registrar of the Supreme Court and a Justice’s Law Clerk. As a former prosecutor and judicial officer, Jason often acts in regulatory and white-collar cases, such as market misconduct, regulatory breaches and cross-border fraud. Jason is a Council member and the Vice President of the Law Society of Singapore. He sits on the Singapore Academy of Law’s Law Reform Committee, the Criminal Legal Aid Steering Committee, and the Professional Values Chapter. Jeffrey Chan Wah Teck, SC – Senior Director, TSMP Law Corporation Mr Jeffrey CHAN Wah Teck, SC, PPA (P), PPS (E) joined the Singapore Legal Service in 1973 after graduating from the then University of Singapore. He retired in 2013 as the Deputy Solicitor-General but was re-employed on contract until 2018. He was re-designated Principal Senior Consultant to the Attorney-General’s Chambers in 2016. He held a wide variety of appointments during his career in the Legal Service during which he obtained his LL.M from Harvard Law School and completed the Advance Management Programme at Wharton Business School. His legal practice covered a wide area of law including constitutional and administrative law, criminal law, government procurement, military law and international law. He chaired and was a member of various boards and committees at various levels, including at the United Nations. Upon completion of this extended contract with the Legal Service, he was appointed an Adjunct Professor of the Faculty of Law of the National University of Singapore and also teaches at the Lee Kuan Yew School of Public Policy. Additionally, he is the Senior Director of TSMP Law Corporation, a major Singapore law firm. Melvin Chan – Partner, TSMP Law Corporation Melvin is a partner in TSMP’s Litigation and Dispute Resolution Department. His main area of practice is in corporate and commercial litigation, where he has extensive experience in construction and engineering disputes, both in Court and arbitration. Chew Kei-Jin - Managing Director, Ascendant Legal LLC Kei-Jin’s principal areas of practice are commercial law, company law, insolvency, landlord and tenant law, employment law, contract-related issues and general litigation. In the area of commercial law, Kei-Jin has acted in matters for both foreign and local banks in claims relating to, amongst other things, banking transactions, documentary credit and insolvency related matters. He has also rendered advice to a foreign government on issues relating to Singapore banking law. Paul Darling OBE QC – 39 Essex Chambers Paul Darling OBE QC has established a formidable reputation as an advocate in all types and levels of tribunals all over the world. Paul Downes QC – Quadrant Chambers Paul specialises in commercial law, and has specific expertise in banking and finance-related matters. Paul is an Associate of the Chartered Institute of Bankers. Before coming to the Bar, Paul worked for Barclays Bank and was an assistant examiner in the Accountancy and Banking Law examinations for the Chartered Institute of Bankers. Paul lectured in Accountancy at Stourbridge College (1985-1987) preparing bank employees for their Associateship examinations and was a consultant to Barclays Bank (1988-1993) advising on the training of staff in Accountancy (and other subjects) also for the Associateship examinations. Steven Elliott QC – One Essex Court Steven Elliott QC is a barrister practising in the Chambers of Lord Grabiner QC, One Essex Court in London. He practises commercial law, concentrating on complex frauds and company disputes. Mr Elliott QC usually appears before the Commercial Court and Chancery Division in London, the higher appellate courts, as well as international arbitral tribunals, and he often works on litigation in offshore jurisdictions. Over the years he has been involved in several Singapore-centered disputes, both litigious and arbitral, and in 2015 he spent several months in Singapore contesting an arbitration concerning a £380 million Indian real estate investment. Mr Elliott QC is general editor of Snell’s Equity and joint author of The Law of Rescission. His writings are often cited in courts throughout the Commonwealth, for example Sim Poh Ping v Winsta Holdings Pte Ltd [2020] SGCA 35 (equitable compensation). Laurence Emmett QC – One Essex Court Laurence Emmett QC has an extensive practice as an advocate before the High Court and in arbitrations. He has particular expertise in and knowledge of the energy, pharmaceutical and financial services industries. His energy work covers both traditional oil and gas disputes as well as renewables. His recent work includes leading a team preparing to defend a high-value claim arising out of the trial of a pharmaceutical product; appearing in a trial relating to the installation of renewable heat generating equipment; representing an inter-dealer broker accused of dishonestly assisting in VAT fraud; and acting in a gas-price review claim. He is widely praised for the strength of his legal analysis and his ability as an oral and written advocate, as well as for his practical ability to work in a team with other lawyers. Gan Kam Yuin – Assistant Registrar, Supreme Court of Singapore Kam Yuin graduated from the National University of Singapore and practised for more than 27 years before joining the Supreme Court as an Assistant Registrar in 2019. During her time at the Bar, Kam Yuin practised mainly in commercial litigation and civil dispute resolution. She was lead counsel in a wide range of matters at all levels of the Singapore judicial system, including the Court of Appeal and the Singapore International Commercial Court. In addition, she undertook advisory and drafting work for clients from diverse industries. Believing firmly in the importance of training for young lawyers, Kam Yuin tutored at the Practice Law Course from 1994 to 2010 and served as a facilitator at Part B from 2011 until now. |
Giam Chin Toon, SC - Managing Partner, Wee Swee Teow LLP Giam Chin Toon, SC is the Managing Partner of Wee Swee Teow LLP. He has over 40 years of experience in law practice. Francis Goh - Partner, Harry Elias Partnership Singapore Francis is the Head of International Arbitration and Head of Private Client Advisory practice at Harry Elias Partnership Singapore. He has been in practice for 30 years doing disputes and advisory work. Francis has acted in international arbitrations under the SIAC, HKIAC, ICC and LMAA. As an undergraduate at the National University of Singapore, Francis won the B.A Mallal Mooting Competition in 1987. Henry Heng - Partner, Kennedys Legal Solutions Henry Heng is a partner of Kennedys Legal Solutions and principal shareholder and director of Legal Solutions LLC. He is an Advocate and Solicitor of the Supreme Court of Singapore, a Fellow of the Singapore Institute of Arbitrators (FSIArb) and on the Panel of Arbitrators of the Law Society Arbitration Scheme as well as the Singapore Institute of Arbitrators. Dr Michael Hwang, SC - Sole Director, Michael Hwang Chambers LLC Dr. Michael Hwang SC was the Chief Justice of the Dubai International Financial Centre (DIFC) Courts from 2010 - 2018. He won a scholarship by open competitive exam to gain admission to Oxford University and ultimately graduating with two law degrees. He was a former law teacher in the University of Sydney and University of Singapore. In 1997, he was appointed as one of the first 12 Senior Counsel (SC) of the Supreme Court of Singapore. His former appointments include being a Judicial Commissioner of the Supreme Court, President of the Law Society of Singapore, a United Nations Compensation Commissioner, a Vice Chairman of the International Court of Arbitration of the International Chamber of Commerce (ICC), a Vice President of the International Council for Commercial Arbitration (ICCA), and a Court Member of the London Court of International Arbitration (LCIA). James Howells QC – Atkin Chambers James practises across a broad range of disputes in litigation, arbitration, adjudication and all methods of alternative dispute resolution. He has particular experience in energy and power-related disputes, and information technology disputes. Much of his work is international in nature and throughout his career he has advised on disputes in Europe, Africa, the Middle East, Australia and across Asia.
